What the plan must cover

The plan should identify where batteries are stored, how much energy is present in each location and what hazards they pose, including fire, toxic and flammable gases and electrical risk. It should mark isolation points for power, emergency stops and utilities on a clear site plan, together with access routes and hard-standing areas for emergency vehicles, so responders can orient themselves quickly on arrival.

It should also define roles and responsibilities: who raises the alarm, who calls the emergency services, who meets responders at the gate and who accounts for staff and visitors at the assembly point. Contact details for site management, the battery owner and specialist technical support should be current, printed and easy to find, because phones and systems may not be available during an incident.

Firefighting and environmental protection

Lithium-ion fires may require very large volumes of water for cooling and can reignite hours after they appear to be extinguished. The plan should describe available water supplies, hydrant locations and how responders will reach them. It should also explain how contaminated firewater will be contained, for example with drain covers, bunding or isolation valves, to protect drains, soil and nearby watercourses.

After the fire is out, damaged batteries remain hazardous. The plan should cover continued temperature monitoring, cooling where needed, isolation of affected units and their safe removal by trained personnel using packaging suitable for damaged batteries. Recovery arrangements, including which specialist will be called, should be agreed in advance rather than improvised in the aftermath. Pre-agreed arrangements also shorten the time a site remains closed after an incident.

Testing and improving the plan

Drills show whether staff understand their roles and whether the plan works in practice rather than only on paper. Joint exercises or familiarisation visits with the local fire service help responders understand the site layout, stored quantities and specific hazards before they ever need to attend an emergency there, which can make a significant difference to the speed and safety of their response.

Plans should be reviewed after every drill and incident, and whenever the storage layout, battery volumes, building use or staffing change. A short record of what was learned and what was updated keeps the plan current and demonstrates to regulators and insurers that emergency preparedness is actively managed rather than filed away and forgotten. Version control ensures everyone works from the latest edition, and superseded copies should be removed from notice boards and shared drives.
